1 can (10 3/4 ounces) Campbell's® Condensed Tomato Soup
1 1/2 pounds ground beef
1/8 teaspoon ground black pepper
1 1/2 teaspoons chili powder
6 Pepperidge Farm® Hot Dog Rolls - Top Sliced, split and toasted
6 frankfurters, split in half lengthwise
2 tablespoons butter
1 medium onion, chopped (about 1/2 cup)
2 tablespoons chopped green pepper
1 tablespoon packed dark brown sugar
1 teaspoon white vinegar

Thoroughly mix 1/3 cup soup, beef, black pepper and 1 teaspoon chili powder in a large bowl. Divide the beef mixture evenly among the buns, spreading it on both bun halves. Press 1 frankfurter half, cut-side up, firmly into each bun half. Place the open-faced buns on a broiler pan.
Bake at 450°F. for 15 minutes or until the beef is cooked through. Heat the butter in a 1-quart saucepan over medium heat. Add the onion, green peppers and remaining chili powder and cook until the vegetables are tender-crisp. Stir in the remaining soup, sugar and vinegar and heat through.
Divide the onion mixture evenly among the sandwiches.
